Our Leadership

Sheikh Riad Fataar has served as the President of the Muslim Judicial Council (SA) since 2024, following decades of dedicated service to the organization, which he officially joined in 1996. He also served as 1st Deputy President from 2013 to 2015 and thereafter elected as 2nd Deputy President from 2015 to 2024.
He graduated from the prestigious Al-Azhar University in Cairo, Egypt and holds a Master’s degree in Islamic Studies from the International Peace College of Southern Africa (IPSA).
He serves as the resident Imam at Masjidul Khair in Weltevreden Valley Mitchells Plain since 2018 till present.
He also serves as a Board Member of the Moslem Cemetery Board (Mowbray Cemetery), and is a Trustee on the Muslim Broadcasting Corporation (Voice of the Cape), as a representive of the MJC.

Dr Terblanche serves as the Chief Executive Officer (CEO) and Principal of the International Peace College South Africa (IPSA) an esteemed higher education institution for Islamic scholarship in Rylands, Gatesville. He has been actively involved in higher education since 2002 as a senior lecturer, academic manager, and strategist.

Completed BA in Islamic Studies at IPSA 2012. Honours in Maqasid al-Shariah. Served as Shariah Compliance Auditor at MJC Halaal Trust. Currently serves as Chairman of the Crescent Observers Society (Maankykers). Resident Imam at Masjidul Munowar in Retreat.

Maulānā Zakariyya Harnekar graduated in 2016 from the institution of the late Muftī Taha Karaan, where he went on to teach for six years. Since the beginning of 2023, he has taught at The Kūrānī Institute. He holds a BSc in Mathematics from the University of Cape Town and a BA (Honours) in Foreign Languages (Arabic) from the University of the Western Cape. His scholarly interests include kalām and uṣūl al-fiqh.
He serves on the Executive Council and the Fatwa Committee of the Muslim Judicial Council (SA). He is also a part-time lecturer at the Mizan Institute

Sheikh Muhammad West has served as Treasurer of the Muslim Judicial Council (MJC) and Chief Financial Officer of the MJC Halaal Trust since 2023. He is a qualified Chartered Accountant (SA) and is an academic lecturer in The College of Accounting at the University of Cape Town. Sh Muhammad graduated from the Islamic University of Madinah in the faculty of Theology and has served as the Imam of the Boorhaanol Islam Masjid for the past 15 years. He is also an executive board member of the Imam Develop Programme (IDP) and serves as Head of Finance of the International Open University (IOU) on its Global Senior Management Board.

Maulānā Sabrie Davids has served in several key capacities within the Muslim Judicial Council (MJC), including within the office of the 1st Deputy President from 2018 to 2023. He also served as a consultant counselor at the historic first satellite office of the MJC(SA) Social Development Department (SDD) in Tafelsig, Mitchells Plain, from March 2024 to September 2026, and was appointed as an Advisor to the Qādhiy / Sharee’ah Court in 2026.

Having served as Imām for nearly two decades at Almasjiduth Thaani in Rocklands, Maulānā Davids is also the Amīr of the Imāmat Council of Mitchells Plain (ICOMP). He previously served on the MJC(SA) Executive Committee from 2021 to 2023 and was re-elected to the Executive Committee in 2026.

He is a graduate of the Darul Uloom College for Higher Islamic Learning in Newcastle, where he studied under the legendary Maulānā Casim Sema (RA). Well-known for hosting the long-running marriage program on Voice of the Cape radio, he has become a trusted marriage counselor of choice for many couples facing relationship challenges.

A dedicated husband, father, and grandfather, he continues to serve his community with unwavering commitment.

Prof Muneer Abduroaf is an Imam and Executive Council Member of the Muslim Judicial Council (SA).

Prof Abduroaf is an admitted Attorney and Sworn Translator of the High Court of South Africa. He is a Marriage Officer of the Department of Home Affairs and a Commissioner of the Commission for the Promotion and Protection of the Rights of Cultural, Religious and Linguistic Communities (CRL Rights Commission), a Chapter 9 institution under the Constitution of South Africa, to which he was appointed by the President of the Republic of South Africa.

Prof Abduroaf is also an NRF C-rated researcher and Associate Professor of Private Law at the University of the Western Cape (UWC). He teaches the Law of Succession, Family Law, and Islamic Law and Jurisprudence, and is a member of the Muslim Personal Law Unit within the Centre for Legal Integration in Africa (CLIA).

His research focuses on the application of Islamic law in Muslim-minority countries. He has published in accredited local and international journals and presented his work at numerous national and international conferences. He is also an editor of the DHET-accredited Asy-Syariah Journal.

Shaykh Muhammad Faadil Latief has been a member of the MJC (SA) for the past 40 years and currently serves on the Executive Council. His past leadership includes service on the Imarah and Electoral Committees, as well as two years as Administrator. Professionally, he is a retired educator and lecturer.
He studied at Ummul Qura University, Darul Uloom Newcastle, International Islamic University Malaysia, UNISA, Pentech, and Athlone Technical College. He maintains an active role in community education in Strand and assists with Imamah duties as needed.

Shaykh Waseem Abrahams who serves as an Executive member of the Muslim Judicial Council (MJC-SA) and heads its Youth Desk, began his journey in seeking Islamic knowledge at a young age by memorizing the Holy Qur’an under the tutelage of the late Shaykh Serag Johaar and Shaykh Noor Scott.

He later travelled to Egypt to further his studies, spending three years at Al-Azhar University in Cairo. Subsequently, he furthered his education in Makkah, where he obtained a specialized degree in the Arabic language and Education from Umm Al-Qura University.

Upon returning to South Africa, he assumed the role of Imam at Ighwatul Islam Masjid in Bridgetown, and currently also serves as Imam at the Nurul Islam Masjid in the Bo-Kaap. He completed an Honours degree in Islamic Studies from the International Peace College South Africa (IPSA).

Through these vital roles, he is deeply committed to guiding and developing Muslim youth and the wider community, focusing on the pursuit of beneficial knowledge and positive growth.

Shaykh Ebrahim Gabriels is a South African Islamic scholar and former President of both the Muslim Judicial Council (MJC-SA) and United Ulama Council of South Africa (UUCSA), respectively. He is currently the Imam of Al Masjidul Rawbie for the Liberation of Al Masjidul Aqsa where he has been resident for 37 years.
Under his leadership at the MJC, he directed extensive community outreach, guided educational initiatives, and addressed social inequality. Having experienced apartheid firsthand, he dedicated his life to community leadership and advocacy, notably serving as the National Director and a founding trustee of the Al Quds Foundation. He is widely recognized for his humanitarian work and steadfast global activism supporting the Palestinian cause and the Boycott, Divestment, Sanctions campaign, drawing direct parallels between South Africa's history and the Palestinian struggle for liberation.

Shaykh Nabiel Majiet began his Islamic studies at Waterfall Islamic Institute (Mias Farm), where he studied from 1987 to 1991. He then completed the memorisation of the Noble Qur’an at Darul Islam Hifz School.

In 1993, he enrolled in the Imāmat Course at Darul Arqam before travelling to Egypt to further his Islamic education at Al-Azhar University. There, he completed a Bachelor of Arts (Honours) in Islamic Law, specialising in Comparative Fiqh. He later obtained a second Honours degree from the International Peace College South Africa (IPSA) and went on to complete a Master’s degree in Islamic Thought. He is currently pursuing a PhD in the Department of Arabic at the University of the Western Cape (UWC).

Shaykh Nabiel serves as a full-time lecturer at Al-Azhar High School, where he is the Head of the Islamic Studies Department and Arabic. Since 2015, he has also been a part-time lecturer at Madina Institute South Africa, teaching Shāfi Fiqh, Uṣūl al-Fiqh, and Comparative Fiqh.

He has been a member of the Fatwa Department of the Muslim Judicial Council (MJC) since 2008, contributing to Islamic legal research and the issuing of religious verdicts. He also serves as the Principal of Dar Ibn Umar Hifz Institute.

In addition to his academic and scholarly responsibilities, Shaykh Nabiel is the Imam of Masjid Touhīd (Parrow Valley Islamic Society), where he actively serves the community through religious guidance and education.

Moulana Khalil Hendricks is a Cape Town-based scholar, educator and community builder. He completed the six-year ʿĀlimiyyah programme at Darul Uloom al-Arabiyyah al-Islamiyyah under the late Mufti Taha Karaan, and holds a Bachelor of Business Science from the University of Cape Town. He is director of Mizan Institute, GoodTree Quranic School and InLight Foundation, and teaches at Zahraa Institute. Ml Khalil also works as a Management Consultant within the public and private sector.

Ml Khalil has served two terms on the MJC Executive with a focus on organisational development and is currently a member of the Imaarah of the MJC.

Sheikh Ismail Londt is a respected South African Quranic scholar, Imam and educator. After memorising at the Quran by age 13, he pursued extensive traditional Arabic and Islamic studies, earning multiple advanced traditional certifications (Ijazat) and narrative chains (Asanid) in Tajwid, Qiraat, Arabic, Hadith, and Islamic jurisprudence across Egypt, Morocco, and South Africa.
​Currently, Sh. Ismail serves as:
​Director of the DU Centre, focusing on Quranic studies, the further development of the memoriser and the holistic development of the youth and adults alike.
Lecturer at the Darun Naim Institute for Higher Islamic studies as well as at the Zahraa Institute teaching Ulum al-Quran, Arabic and Sirah.
He is the current Head of the Muslim Judicial Council’s Department of Quranic Affairs and Co-Imam (since 2013) of the historic Auwal Masjid in Bo-Kaap, the oldest mosque in South Africa.
Sh. Ismail served on the adjudication panel for the 2007 Dubai International Holy Quran Awards, recommended by the Head of all Quranic Activities in Egypt, Dr. Isa el-Ma’sarawi. He also served as adjudicator in Turkey in 2019 and Tanzania in 2023.
He recently received his BA Honours degree Cum Laude in Islamic Theology from the International Peace College of South Africa (IPSA) and has authored extensively in the field of Quranic studies whilst also contributing to other fields like Islamic History with his book on the Kabah titled ‘The Ka’bah, its Past and Future.’

Born in Brooklyn, Cape Town, in 1952, Shaykh Fuad Samaai has dedicated decades of his life to community leadership, Islamic scholarship, and public service. He completed his Hifth in 1967 before pursuing his studies at Darul Uloom Newcastle.

Over the years, Shaykh Fuad Samaai has held numerous prominent roles in religious and civic institutions.

As a dedicated member of the Muslim Judicial Council (SA) since 1979, he currently serves his second term on the Imaarah. Throughout his tenure, he has represented the council in historic capacities, including serving as an MJC representative on the Interim Electoral Commission of South Africa in 1993.

He was appointed as the first Program Manager of The Voice of the Cape radio station. He is also the founder and former president of the Boland Islamic Council and has served as an Imaam in both East London and Stellenbosch.

Imam Mohamed Allie Bassier is a dedicated community leader, businessman, and religious scholar. Professionally, he had a distinguished career in local government with the Divisional Council of the Cape (1967–1996) before successfully owning and operating a Caltex petrol franchise from 1996 to 2014.

Deeply rooted in Islamic scholarship under mentors like the late Sheikh Nazeem Mohammed, Imam Allie has served as the full-time Imam at Masjidul Ishraaq since 2001, following years of part-time service starting in 1984. His duties include leading prayers, counseling, and facilitating educational classes.

In addition to his local masjid leadership, Imam Allie plays a prominent regional role as a member of the Imaarah of the Muslim Judicial Council (MJC), contributing under the leadership of several esteemed presidents.

Maulana Abduragmaan Hendricks has served as a halaal auditor for the MJCHT since 2005 till present. In this regard he holds a Certificate of Competence from WWiSE. He is also a graduate from Darul Uloom Newcastle (Durban) having completed his studies there in 1985. He served as an assistant Imam to the late Sheikh M Salie Dien (r.a) at Masjidus Salaam, St Athens Road, until the latter's demise and is currently the Imam at the said mosque. Maulana is also a committee member of the Darus Salaam Haafith Institute situated at the aforementioned mosque.

Faizal Sayed is a South African Television Talk Show Host, Rights Activist and Humanitarian hosting the Faizal Sayed Show broadcast daily in more than 30 Countries. Faizal Started his media career 25 years ago producing for the SABC and ETV.

The Faizal Sayed Television series is broadcast daily on a number of platforms.

The Faizal Sayed Show is known for its brutal truths and direct ability to get to the point of any matter. Faizal has a large social responsibility portfolio through the Faizal Sayed Foundation attending to many children, deaf persons, community outreach and facilitation programs as a philanthropist. He is also the Ambassador of Hope for DKMS Africa amidst others. His social media is widely followed by tens of thousands and he is considered a key influencer, opinion shaper, industry disruptor, interrupter, mover and shaker.

Ferozah Johnson serves as the Head of the Social Development Department (SDD) at the Muslim Judicial Council (SA), where she provides leadership and oversight of counselling and social development services across five offices, including night counselling services.

She holds an Honours degree in Social Work, and brings extensive experience in social work, counselling and community development.

Through her role at the MJC, she is committed to strengthening family structures, promoting healthy marriages, addressing gender-based violence and supporting vulnerable individuals and families within the Muslim community.

Her work focuses on developing effective systems, strengthening professional standards and advancing accessible, ethical and compassionate counselling services.

Guided by her Islamic faith and dedication to serving Allah and humanity, Ferozah remains passionate about empowering communities, upholding human dignity and contributing to positive and sustainable social change.

Khadija Patel Allie is an experienced counsellor, community leader and women’s empowerment advocate. She serves as Head of the MJC Women’s Forum and was an MJC Executive Member from 2015 to 2022. Previously, she convened the Boland Islamic Council Women’s League (1997–2013) and led the Malmesbury Women’s Group (1989–2003).
She holds a B.Sc. in Microbiology from the University of Cape Town and qualifications in auxiliary social work, with additional training in domestic violence and community support.
Her expertise includes emotional wellness, counselling, conflict management, positive parenting, marital relationships, facilitation and workshop development. Through presentations, retreats and community outreach, she empowers women and strengthens families and communities.

Shaykh Ebrahim Moos is an Islamic scholar and educator dedicated to Islamic learning. He began his foundational studies under his late father, Shaykh M. Ganief Moos (RA), completing the memorisation of the Holy Qur'an (Hifz) and initial training in Arabic and Fiqh. He advanced his classical scholarship abroad, graduating from Ma'had al-Fath in Syria and the Faculty of Shariah at Al-Azhar University in Cairo. He also holds a Master’s degree in Historical Studies from the University of Cape Town (UCT). Currently, Shaykh Ebrahim serves as the Imam of Yusufeyyah Masjid and is Head of Section, Arabic Language at University of Cape Town.

Shaykh Bilal Ismail

Shaykh Bilal Ismail is the CEO of Mercy Mission South Africa and the founder and Director of the Imam Development Program (IDP), established in 2014. He studied at the Islamic University of Madinah and has been an instructor with AlKauthar since 2014. His work focuses on the development, support, and professional growth of Imams through structured continuing professional development, educational initiatives, and community-based programmes. Under his leadership, IDP works across multiple countries to strengthen Imam capacity, promote Islamic knowledge, and improve the welfare of Imams and the communities they serve. He is committed to nurturing capable, confident, and community-oriented Imams who can fulfil their responsibilities with knowledge, integrity, and excellence.

Muhammad Yusuf Hendricks began his Islamic studies at Jam‘eyyatul Qurra’ in Cape Town, where he completed the memorisation of the Noble Qur’an.
In 2009 he travelled to Egypt to further his education. He began his studies there with Arabic and Qur’anic studies, then progressed through Al-Azhar University. There he obtained a college qualification, a Bachelor of Arts in Islamic fundamental sciences with a focus on Hadith, and a Master of Arts in Hadith sciences. During this period, he studied under various scholars and teachers, and attained multiple ijazaat in Hadith, Aqeedah, Usul al-Fiqh and related disciplines.
He is currently an undergraduate and honours lecturer and supervisor at Madina Institute, teaching Arabic Grammar, Tafsir and Ulum al-Hadith. He also teaches at Manaratul-Ilm and serves as a teacher at Masjid al-Tuba Madrasah.

Mln Completed his ῌifẓ under the tutelage of Sh Ismail Londt. He then completed his Ālimiyyah under the late Muftī Taha Karaan at Dār al-‘Ulūm al-‘Arabiyyah al-Islāmiyyah (DUAI) in Strand. Mln has also completed his BA Honors in Theological Studies and currently pursuing his Masters. Mln has done some informal studies under a number of scholars in the Middle east, Including Habīb Umar al-Jaylānī (the Shafi’ī Mufti of Makkah). Mln is currently a member and administrator of the Fatwa Department, who has worked directly under the late Muftī Taha Karaan for the 3 years, to his demise. Mln is also the founder and director of Al-Ṣuffah, currently running a Full-Time ῌifẓ Madrassah and part-time Arabic classes and Workshops. Mln also heads the Academic Program at the Sumayah Foundation.

Maulana Muhammad Carr completed Quranic memorization at Dār al-`Ulum Zakariyyah in 1997. He has a certificate in the Arabic language from Damascus University in Syria. He completed an ‘Ālimiyyah course at Dār al-`Ulum al-`Arabiyyah al-Islamiyyah in 2007. He has taught there and at Dār al-Na’im. He is an imam at the Auwal Masjid.

Ml Yaqub Yusuf Abdullah completed Qur'ān memorization at Madrasa Arabia Islamia also known Darul Uloom Azaadville, Gauteng, in 1999. Thereafter, he joined a six year _Alimiyyah_ program at the said institute until 3rd year. He then joined Dār al-Ulūm al-Arabiyyah al-Islamiyyah, Strand, (DUAI) to pursue the studies in the Shafi School of Jurisprudence. He completed Alim/Fādil program at DUAI in 2006 under the tutelage of it's founder and the Mufti of MJC, Mufti Ml. Muhammad Taha Karaan (ra), the Advocate and current Mufti of MJC Ml Yaaseen Abbas, Ml Muadth Allie, Ml Ebrahim Gafoor, Ml Sulaiman Ables, Ml Shamilm Ras; amongst others.

Ml joined the MJC Fatwa Department in 2012 under the leadership of al-Marhūm Ml Yusuf Karaan (ra).

He is currently a Lecturer at Dār al-Ulūm al-Arabiyyah al-Islamiyyah.

Biography of Mogamat Noor Moses

Mogamat Noor Moses is a respected Islamic leader, educator, and community servant dedicated to Deen, leadership, and service to humanity. His work encompasses Islamic scholarship, spiritual guidance, education, and community upliftment.

He started his Islamic studies in 1988 and completed them at Darul Uloom Newcastle in 2005.

He began serving as the Imam of Darur Rahmaan Masjied in Lavender Hill in 2007, at the age of 40. He has since provided religious guidance, led prayers, and supported the local community.

He also serves as the Principal of the full-time morning school at Darur Rahmaan Masjied, where he nurtures young people through Islamic education and moral development.

For the past eight years, he has operated a feeding scheme from the masjied, providing food assistance to vulnerable members of the Lavender Hill community.

He has also been actively involved in gang prevention for over ten years, working to guide young people away from gang involvement and promote safer, more positive pathways within the community.

He has been associated with the Muslim Judicial Council (MJC) for over a decade and currently serves as the Amir of the Islamic Council of South Africa (ICOSS).

Through his religious, educational, and social work, Mogamat Noor Moses continues to serve Allah, uplift humanity, and strengthen the community through sincere and dedicated leadership.

Biography of Sheikh Ahmad Vusumzi Gijana

Sheikh Ahmad Vusumzi Gijana was born in Gugulethu, Cape Town. He embraced Islam in 1989 under the guidance of Imam Ismaaeel Ngqoyiyana.

He is currently serving as the Amir of the Imamat Council of African Townships (CAT) and Deputy Chairperson of the Western Cape Shura Council. Served at MJC exco in the tenure of sh Irfaan

Sheikh Ahmad graduated from Al-Salam Educational Institute in 2005, and since 2009 he has been serving as the Imam of Langa Masjid, where he continues to lead and serve the community with dedication.

He is married to Ayanda Shahieda Lobi, granddaughter of the late Imam Dawood Lobi (Rahimahullah), and is blessed with three children.

Shaykh Nabiel Majiet began his Islamic studies at Waterfall Islamic Institute (Mias Farm), where he studied from 1987 to 1991. He then completed the memorisation of the Noble Qur’an at Darul Islam Hifz School.

In 1993, he enrolled in the Imāmat Course at Darul Arqam before travelling to Egypt to further his Islamic education at Al-Azhar University. There, he completed a Bachelor of Arts (Honours) in Islamic Law, specialising in Comparative Fiqh. He later obtained a second Honours degree from the International Peace College South Africa (IPSA) and went on to complete a Master’s degree in Islamic Thought. He is currently pursuing a PhD in the Department of Arabic at the University of the Western Cape (UWC).

Shaykh Nabiel serves as a full-time lecturer at Al-Azhar High School, where he is the Head of the Islamic Studies Department and Arabic. Since 2015, he has also been a part-time lecturer at Madina Institute South Africa, teaching Shāfi Fiqh, Uṣūl al-Fiqh, and Comparative Fiqh.

He has been a member of the Fatwa Department of the Muslim Judicial Council (MJC) since 2008, contributing to Islamic legal research and the issuing of religious verdicts. He also serves as the Principal of Dar Ibn Umar Hifz Institute.

In addition to his academic and scholarly responsibilities, Shaykh Nabiel is the Imam of Masjid Touhīd (Parrow Valley Islamic Society), where he actively serves the community through religious guidance and education.

Shaykh Waseem Abrahams who serves as an Executive member of the Muslim Judicial Council (MJC-SA) and heads the youth Desk, began his journey in seeking Islamic knowledge at a young age by memorising the Holy Qur’an under the tutelage of the late Shaykh Serag Johaar and Shaykh Noor Scott.

He later travelled to Egypt to further his studies, spending three years at Al-Azhar University in Cairo. He subsequently continued his education in Makkah, where he obtained a specialised degree in the Arabic language and Education from Umm Al-Qura University.

Upon returning to South Africa, he assumed the role of Imam at Ighwatul Islam Masjid in Bridgetown, and currently also serves as Imam at the Nurul Islam Masjid in the Bo-Kaap. He completed an Honours degree in Islamic Studies from the International Peace College South Africa (IPSA).

Through these vital roles, he is deeply committed to guiding and developing Muslim youth and the wider community, focusing on the pursuit of beneficial knowledge and positive growth.

Maulānā Sabrie Davids has served in several key capacities within the Muslim Judicial Council (MJC), including within the office of the 1st Deputy President from 2018 to 2023. He also served as a consultant counselor at the historic first satellite office of the MJC(SA) Social Development Department (SDD) in Tafelsig, Mitchells Plain, from March 2024 to September 2026, and was appointed as an Advisor to the Qādhiy / Sharee’ah Court in 2026.

Having served as Imām for nearly two decades at Almasjiduth Thaani in Rocklands, Maulānā Davids is also the Amīr of the Imāmat Council of Mitchells Plain (ICOMP). He previously served on the MJC(SA) Executive Committee from 2021 to 2023 and was re-elected to the Executive Committee in 2026.

He is a graduate of the Darul Uloom College for Higher Islamic Learning in Newcastle, where he studied under the legendary Maulānā Casim Sema (RA). Well-known for hosting the long-running marriage program on Voice of the Cape radio, he has become a trusted marriage counselor of choice for many couples facing relationship challenges.

A dedicated husband, father, and grandfather, he continues to serve his community with unwavering commitment.

Moulana Mahomed Rafeeg Adam, born in 1956 in Ermelo, pursued intensive Islamic studies at Darul Uloom Newcastle and Jalalabad, India, completing his Hifz and Alem Fadhil degrees. Returning to South Africa in 1985, he served as an educator, principal, and Imam across Rustenburg, Polokwane, and Newcastle.

Relocating to Kimberley, Moulana Mahomed focused heavily on social welfare, working with SANZAF to establish feeding programs, serving as Treasurer for the Northern Cape Drug Rehab Centre, and leading the City Hall Masjied until 2021.

Currently based in the Free State, he serves as Administrator and Councillor for the Muslim Judicial Council (MJC) and conducts inspections for the MJCHT. He also regularly leads Jummah programs at various local congregations.

Ml Moegammad Stephanus completed his matric in Worcester before pursuing Islamic studies at Darul Uloom Newcastle, graduating in 2009. He began his career as an Assistant Imam, serving for four years, during which time he also worked as a Muslim spiritual worker at Worcester Correctional Centre. He commenced full-time Imamat at the end of 2015 and participated in the Imam Development Programme, further developing his skills in community leadership and pastoral responsibilities. He has completed and studied various additional courses, including First Aid and Mediation. He currently serves as Second Deputy Ameer of the Boland Islamic Council, a counsellor in the MJC Social Development Department, and Principal of Darul Islaah Madrasah in Worcester.
